"you have crumbly plaster and a little bulge in the wall you will need a plasterer. They are experts at repairing plaster walls and will be able to restore the wall to its original state."

"If it's a large area you are probably best with a plasterer. If it's small areas then most decorators can skim the areas and make them smooth. If the bulge in the wall is the plaster bulging it can be cut away and smoothed out normally. It is a little bit hard to tell without either seeing it or getting an idea of the size of the area that needs to be dealt with.
Hope this helps."

"you will need a plasterer as the wall is haggled and blown hence the bulge and loose plaster would need hacking back in required places and filling out with either sand and cement or bonding coat as most old walls are lime plaster on old brick work witch possible could not be sealed on the external brick work mortar joints or lime plaster could be be on lath and slat if you plaster over this without correct repair first more than likely crack the fresh plaster work on settlement
kind regards

For this a plasterer can complete the job
He will have to do a couple of checks to diagnose why this has happened though"

"need a plasterer.
the plasterer will need to take out the crumbly/bulge in wall and all surrounding loose and apply pva glue and then bonding to the area needed. wait for it to dry then plaster skim patch to finish"

"Looks like you will need a plasterer, I would remove all the loose crumbling plaster, then use bonding to and straighten the wall, then 2 coars of multi finish to make the wall as good as new"

"a builder would need to sort out a 'bulge' in brickwork but a plasterer can render or plaster. not sure if your question is regarding an outside or inside wall or if the bulge is due to the plaster/render falling off or a defect in the brick/block work. hope that helps"
