Why are VOCs in paint bad?

Why are VOCs in paint so bad? Are they harmful to people? If so, why are they allowed in interior paints?

"It's recommended to use nose mask when painting cause you are still exposed to the fresh paint, but when it's dried it causes no harm at all"

"Vocs allows the paint come out the can or bucket to be applied, that’s something you can’t get away with it’s advisable to wear a paint mask when painting because paint is toxic"
