Who do I contact about the road surface on my street?

Who should I contact if I’m concerned about the surface of the road on my street, considering that I don’t actually own the road? Should I just contact my council and are they obliged to solve the problem?

The council if it has lights if it is unadopted then the residents will be liable please call for all groundworks civil engineering & construction
