Whats the best stuff to get dried cement off slate tiles?

I'm looking for the strongest stuff....stuff like wd-40 or vinengar isnt going to hack it. Do I need to go to a specialist to get pro strength hydro acid?

"To remove the dried cement from tiles you need to buy a product called Brick Cleaning Acid, apply it by pouring it onto the area what is stained and leave it for 15-20 minutes then use a stiff bristle brush and scrub the stained areas. Repeat the process if it hasn't removed the cement the first time but I'm sure it will work on the first process."
