What is the difference between hard and soft water?

Hi, I’m just curious as to what the differences are between hard and soft water when it comes to water usage such as through taps? Also, why do they differ across the UK? Is this down to nature or human activity?

"Hard and soft water is caused by the lime in the water and this is always caused by different areas of the country having them, which in hard areas always causes timescale in the water, you can fit water descaler on the mains or a water softener"
