What is a washer tap and should I have one installed?

"There isnt a tap called a washer tap .
But there is washers in the tap bodies that need changing either wen the tap dosnt turn off fully or wen they start hissing or wineing"

"Sounds like you are referring to a type of tap (faucet) that uses a rubber washer to start and stop the flow of water within the tap. These types of taps tend to be referred to as 'Screw down' taps as the handle on the tap has to be rotated a number of times in or out to start and stop the flow of water. This is in contrast to what is referred to as 'quarter-turn' taps that employ a pair of ceramic plates encapsulated within a cartridge to start and stop the water flow, with a much smaller range of movement."

"Washers in taps require persons to turn taps a few times to get maximum flow and also to shut off needs a few turns as well.
Ceramic disk in taps have quarter turn handles for easy use last longer that washers taps."
