Water tank room

Over the back from my house there is a block of flats that have a boiler tank room situated in the car park. The past few weeks I have noticed a lot of sound coming from it and a humming vibrating noise that I can here from my house and even feel the vibration. Could there be a fault in the water tank room? I contacted the management company who looked after the building and they said they sent an engineer out to inspect it and he said he couldn't here anything witch is ridiculous he must be tone death. Should I report it to the environmental health at the council?
