Water coming into garage ground level

Where the ground meets with the wall someone has put which I think is bitchumen And there is now water coming through from outside. Should I fill the gap with something then add more bitchumen?

"If you could give bit more information that would help. Size of hole type of wall
But yes fill the hole with cement if possible
Not a big advocate of bitumen there are better products on the market but if it’s available then yes add more but you my find it’s now the pointing that’s failing higher up the wall

Fill the hole with cement / concrete, once dry re- bitumen paint

"Put acid in and it will run away from gararge to the nearest drain"
