surveyor or plumber task?

Water system surveying
I want to be informed if water meters could be installed inside the flat. I want to know which pipe to cut and where would be best to install it to minimise possible flooding risk inside the flat. We want to check the pipeline working of our flat as we have two water stop halves (one in kitchen, one in toilet). Water company had not been able to identify the sole external water supply pipe into our flat. And cold water can still run through after turning off the two water halves.

To be honest this is a job for both a plumber and the water supplier I.e united utilities. All water board/suppliers should be able to locate outside stop valves. A plumber can answer all your internal questions in regards to a meter installation.

"I would say both, first survey and find the common incoming supply line. If utility stop cock cannot be located freeze pipe and install isolation valve to property. Then fit a water meter if required in the common supply line."

"The best position for the new water meter is normally has the rising main enters the property. Generally the stop valve can be found under the kitchen sink, but where houses have been turned into flats it becomes increasingly difficult to sometimes source mains inlet.
