Sink and toilet not working, drainage issue

Toilet water and sink water coming back up.
Drainage issue. I had my home emergency insurance who sent an engineer, he flushed the system from the toilet and sink but it's still not working. Any ideas?

"the blockage will be in the external sewer drains and will need cctv survey to see where the issue is"

"The side leg before it meets the main line could still be blocked. If it’s not that it could be a vent issue."
