Running condensate pipe into soakaway?

Is it okay/safe to run a condensate pipe into a soakaway? Do I need to hire a professional for this?

"Hi,
No it cannot end in a soakaway.
The condensate pipe must have an open end above the ground surface. Due to end being blocked not allowing free flow of liquid. Maintenance clear any blockages that may occur etc."

"Yes that is fine but if the condensate in pipe is external it will need to be lagged as if it isn't it will freeze in the winter which will make your boiler stop working"
