postcrete binding to blockwork

I have metal railings to put up and the posts are put in the ground type. The railings are to go over a 1 brick height decorative type breeze block.

My question to you all please is, if I cut out a section of the block and watertight frame it, will the postcrete bind to the blockwork, as wouldn't want it to fall out from between the blocks.

"Yes the post Crete will bond to it, just not as strong as contrete would, I would advise to drill it to the wall then post Crete on top for decor"

"Shouldn’t as it acts as a mortar make sure rails are in secure so they not pushing the mortar back out"
