Poppies are taking over my borders and I can't seem to get rid of them. What's the best way to control them?

Poppies self seed, very (VERY) easily. 
Aside from pulling by the root, you need to snip dead/spent blooms without giving the opportunity to mature into seeds.

just get hydrocloride and simply spray it over them be carful it is very strong stuff kills everything by burning throw it

All you can really do is keep pulling them out or dig them out removing all roots
