Planning permission for replacement roof on a flat?

I own the top floor flat in a converted Victorian house in London. We think we need to replace the roof. I know that flats do not have "permitted development" rights so in principle we need planning permission. But do we need permission if it is a "like for like" replacement? What counts as "like for like"?

"No planning permission is needed.

"Replacing roof tiles without altering the structure or appearance of the roof does not require formal planning permission. It is often regarded as maintenance work or a "like-for-like" replacement (using a similar material)."
