Is planning permission more likely to be granted on a parcel of land where a building already exists?

"Yes. The only thing that may impact the work is where you are in an Area of Outstanding Natural Beauty (AONB) or close to Sites of Special Scientific Interest (SSSI).

The other variable is if the existing building has been used for agricultural or rural work (barns, stables, stores etc) but this can actually make it easier to obtain permission; "change of use" is the key phrase here. It depends on the nature of the land.

If its brownfield land then it stands a higher chance. If its greenbelt land becomes quite tricky.
