planning permission for garden observatory with a height of 2.5 metres

Will I need planning permission to have a garden observatory installed? I’ve been searching online and I have found one that I’m interested in. I’m considering having one fitted with a height of 2.5 metres. Is this the sort of job that can be done without planning permission or will I require approval? If the latter is true, briefly, how do I go about the process of getting approval?

"There may be special circumstances relating to your site that make a planning application necessary, but generally planning permission will not be required. The observatory is not a permanent structure (as defined) and has a rotating roof so it is questionable whether it should be regarded as a building at all.
Best thing to do is ring your councils planning department for advice."
