"Bubbling paint on a chimney breast can be caused by several underlying issues, such as damp, poor surface preparation, or moisture escaping through the brickwork. Before considering lining paper, it's important to investigate and address the root cause to avoid further problems.

Possible Causes:
Damp or Moisture: Chimneys can sometimes have residual moisture, even if not in use, due to condensation or poor ventilation. This moisture can cause paint to bubble.

Poor Surface Preparation:
If the surface wasn’t properly prepared, like old paint or plaster wasn’t fully sealed or primed, the new paint might not adhere well, causing bubbles.

Trapped Air:
Applying paint too thickly or in high humidity can trap air, leading to bubbling.

Steps to Address:
Check for Damp: Test the chimney breast for dampness using a moisture meter. If moisture is the issue, you may need to address it with ventilation or a damp-proofing solution before repainting.

Surface Preparation:
Sand the surface thoroughly to remove any loose paint or bubbles.
Use a stain-blocking or damp-sealing primer to create a better foundation for the paint.
Ensure the surface is clean and dry before applying the next coat of paint.
Consider Lining Paper: If the surface preparation and damp-proofing don’t solve the problem, you can use lining paper to create a smoother surface. Lining paper can help mask minor imperfections and may prevent bubbling if the surface underneath is stable.

Make sure to use a thick lining paper (e.g., 1200 or 1400 grade) to cover any uneven areas.
After hanging the lining paper, allow it to dry fully before painting."

"Chimney breast will always be a very dry surface, it’s probably been heated up a thousand times. Plenty of pva/sealant , something from Zinsser would give you a better base to build your finish."

"Depends which part of chimney. If it's log down it's a moisture probably rising damp with salts fighting way through or it could happen when chimney has no ventilation or raining in and you the bricks get humid. First specialist need to determine what causes it"

"Lining paper can help create a smooth, even surface. It can also disguise small imperfections and add a layer of insulation."

You can try getting pva glue adding to water and paint that on first let it dry for few days then paint over it. Hope this helps."

"Maybe the best option if it is brick would be to have it boarded, plastered then painted however if you wanted to keep the brick you can get masonry paint and that should work fine as long as the bricks are dust free and clean."
