Over flow pipe leak

So I own a first floor flat and each flat has our own water tank, the flat below mine has a large wet/damp patch on their wall around their tank over flow pipe, they informed me that the plumber could not find any issue with their water tank and that they could see it was coming from my overflow pipe, I had a plumber over straight after that who repaired the ball cock, but about a week later I notice the wall was wet again and it looked like drops of water were coming out of their overflow, I’ve had my plumber back again who checked my area thoroughly including my bathroom and said there were no issues in my flat and he said if it was ever my overflow pipe then my wall would have been wet too which it isn’t. We’ve had a lot of rain over the last couple of weeks too so would this be keeping the wall wet, it looks really bad and the wall is starting to go black but I don’t know what else to do?

"Rain will wet the entire wall. leaking pipework will be more concentrated.
My guess is that your neighbour has an incorrectly fitted tap or mixer valve.
Causing back feed. which then back fills the tank causing it to overflow periodicly"

"Without seeing your tank ect but based you saying you had the float valve replaced and plumber could not find an issue similar story down stairs

I would guess that a pressure relief valve is discharging extra water into the tank causing it to come out of the overflow pipe

And this is why it's not happening all the time

Get someone to adjust the level at which your tanks ball value stops the water flowing into your tank (lower the level) so that there will be more space between the water level and the overflow outlet
Then if extra water enters this should hopefully help trail and error or fit a larger tank same effect
Or check the water pressure and adjust the pressure if possible
But if your pipes are fine you ball value is fine and it's intermittent then it's a water pressure issue and a water relief valve causing the problem

"I would check guttering if close by, or you could have damp in cavity wall.

So I would get someone to look at guttering and wall cavity if sign of damp.

Possibly Could be ball valve vibrating causes a wave effect and causing leaking joint to ball valve.
If your covered by British gas or dyno

Dyno use pushfit fit that occasionally washer, olive or fibre washer might need changing.
