Neighbours having chimney taken down

Our log burner flue gone through the joint chimney have been told by the person doing the food that I have to have a qualified heta installer to fit a new cowl on to it but the fire has to be inspected to get a certificate and to cover insurance all for the price of 800 pounds for one cowling is this expensive

"Yes very as all they will do is smoke bomb the flue to make sure the flue liner is installed correctly and that it's not crossing over into the neighbours flue and tha the debris plate is installed correctly and as for fitting the cowl should take no longer than a hour maximum"

This is the first I've heard of this, as a roofer I have installed alot of cowls to the top of a chimney.
If this is a shared chimney and they neighbours is being taken down that's got nothing to do with yours, installation of a cowling costs around £200"

"To fit a new cowl can be fitted by anyone but the liners must be fitted by gas safe so if liners in all ready it's OK"
