Mice in shared loft

Our terrace has shared loftspace and it has mice. One neighbour won't pay towards pest control, is there any legal way of making them? Is it a health risk?

"Yes there is if they have been advised and do don’t cooperate with in regards to the issues they’re not compliance to the prevention of damage by pest act 1949 to protect the public against damage caused by rodents and as a protection of the public act 1939
Legislation act set in law"

"Mice are a Public Health Pest so theoretically, yes, there are a few things you can do but it's very difficult to achieve it. You will have to prove that the rodents are coming from their property, which is very difficult to do, then write to Environmental Health at your local council.. If they own the property then councils are usually very reluctant to get involved as you then also have to prove that the rodents are causing damage to your property and/or are causing issues which are a risk to Health.
Your best option would be to attempt to proof the loft, another difficult problem as you'd most likely have to remove all the insulation first.
Best option would be to have regular pest control in the loft area where a technician would bait it, let's say once every 3 months or so.
Have your loft surveyed first as a professional pest control technician may be able to identify the entry point for you and seal it there and then but as mentioned before this area of the property is difficult to proof.
Hope this helps"
