Lintel repair or more?

We're looking at buying the first floor maisonette. It is in a block of four. I'm concerned about the wide v shaped crack leading from ground floor window up to the sill of first floor window. Is this easily repairable and if so how much would it cost? There are hairline cracks in the bedroom to the back of the building - could this be related? Sorry - novice here!

Can be fixed by cutting mortar bed out and applying resin and putting in stainless steel 6mm twisted bar aprox 150mm past each crack on each course, once this has
dried re-point with sand and cement
For the inside remove plaster 60mm wide see if crack is evident in inner block brick work if cracks there use 50mmeml fixed to wall refill removed plaster."

"Helical bars With chemical resin can be laid within the brick joints to stitch cracks together and can be repointed over making them non-visible. If required, a little can be put in or replaced if the existing one has failed, but lent Installation all replacement is a heavier job crack stitching with helix bars"
