Is top soil needed for new turf?

Do you always need to add top soil when laying new turf down? Or is it only when you need to level out the area?

"It is a good idea to add some top soil as long as the ground is level and when it's not you would have to use it to level out"

"Depends on the soil, if good quality then you’ll be ok without. Ie no stones bigger than a pea and no clay in the top 6 inch"

"I would always lay new soil down to give it the level and plus it will make it more sponge and don’t forget the membrane to stop the weeds"

"If your soil is determind is to be light in colour, with low nutrients and drainage i.e. to much clay, to compacted.
You have to add top soil"
