Is this dry rot?

We’re buying a property with serious damp issues. We know it needs work, but today we’ve spotted this which appears to be the fruiting body of some sort of fungus. Is it dry rot? It doesn’t seem to be like most of the photos online, but I can’t find anything similar.

"Hi Sophie. I've seen similar before and it's always been caused by an external damp issue. eg leaking flat roof or blocked gutter/down pipe. If there's no damp proof membrane and the wall is below ground level, that can cause similar issues.
From a decorators perspective (that's what I do) there are a number of temporary fixes to resolve it. Some are better than others! But essentially you need to know why it's damp and resolve that. You'd be surprised that it's not always hugely expensive to fix. Once it's dried out it's easy to repair, but you would need to know the age of the plaster and if it's lime etc.Hopefully that was helpful? Regards Neil"

"If you have found the fruiting body with whit , pinkie colour coming from it you have dry rot that is the worst kind of timber infestation, it can go through the property looking and destroy the timber ,even when treated it would need to be re-surveyed in 6 months,"

"Hi not sure best way to tell is get the heating on for a few weeks. Give it a good clean then if still there contact I good bricklayer. Good one get recommended by friends or family."
