Is it possible to have half of my kitchen as an observatory?

Could I have my kitchen converted into a semi-home observatory with it focused on windows that can be opened from the ceiling through an extension with the rest of the room dedicated to regular kitchen facilities? Are there any practical or safety issues to take into account for such a proposal?

"Shortly Yes. But it is conditional on the roof structure. Some roofs need to be reinforced to carry an extra load of the opening."

"If there is nothing above the ceiling already, there is no need to ask for permission. No need for a plan. but it would be wrong to give an opinion without seeing it."
