Is tree surgeon work necessarily noisy or is there equipment that can be relatively quiet?

Most of the time I would say yes it is noisy.
Most of the time we use machinery, chippers, chainsaws, hedge trimmers.

If chainsaws are involved yes sometimes men use bow saws or little hand saws but not very often

It depends on what kind of job it is if it’s only a small tree then a bow saw oh Prunus can be used which is no noise at all

Yes. Because of the nature of Tree work, A lot of power tools are used. This makes the work very noisy.

You can get electric saws, or cut things by hand with a silky(hand blade) the only loud thing would be a chipper
