Increase dormer sizd

My house already has a dormer loft conversion, however, the dormer is quite small and doesn’t go all the way to the edge of the roof.

I got an architect in who said the price to increase the dormer is the same as if the conversion had never been done, and essentially we’d need to start again. Is this really the case?
