I would look to be using a diluted brick acid and giving it a good hard brush see if that work it normally dose but without photos it hard to say

Sounds like salt coming through the wall this will happen when wall is wet a lot or damp coming up or through check damp course and treat with a weather proofing creams

It’s called efflorescence the salt coming out from within the bricks and mortar . Simply spray with brick acid (patio cleaner and wash down with a jet wash .

The white looking ash is efflorescence usually appear to be oozing from the jointing mortar or at times from the bricks .This material is some salt like material 
 found in some of the type of the cement used in the jointing mortar 0r, found in the material composition of the bricks.
It can be cleaned off with brick acid, but the white ash will come back, implying that you might have to continue washing the bricks until when all the salts will be finished from the the mortar joints. Thus , it will not be a one time process. Requires patience.
