Garden wall render

I have a garden wall around a patio built with thermalite block. A small portion is a retaining wall but only about 30 cm deep. What can I use to render the block including below ground surface? The goal is to finish the block with a smooth surface and paint white. Location near Peterborough.

Traditional sand and cement. Sand and cement has the smoothest finish and will not get as dirty and moulding as new rendering styles like silicone"
