Gap in plaster brick work exposed. Black with damp

I have a gap in the plaster at the bottom of my interior living room wall.
The bricks are black with damp. I need to treat them re mortar or plaster, I think. What tradesman would do this?

"Hi you would need to get a plasterer to apply storm dry damp proofing to the bricks on the external wall hack off down to original block or stonework internal apply sika internal waterproof cream let dry do new scrach coat then skim over it.... also if you got a window near the damp are check lintle and check if there's a dpm tray above it with weep vents coming out so it let's the water out of the cavity"

"First, a bit more info required !!
Is it an external wall ? And is it a solid 9'' wall? If so, it seems like the damp proof has failed. A specialist firm can inject a new silicon damp along the water line or if you're adapt there are kits available on Amazon! Drill holes and inject with the liquid silicon. The cause must be dealt with before sorting the cosmetic bits, which would need exposing all damp areas and allowing to dry. wire brush all flaky areas and seal with a waterproof sealer, replaster and paint. "Those sodden bricks would need to be replaced. Examining if the exterior brickwork and/or mortar has been compromised and repair where necessary.
Waterproof the exterior brickwork once secured. Then plaster the interior and treat with anti mould primmer before painting or wallpapering."

"Hi the solution to the black marks and damp is caused by the failure in the pointing work on the exterior bricks which causes rising and internal damp the only way to fix the problem is to have the old pointing grinded out to a minimum depth and repoint the area then applying a liquid waterproof solution to the outside brickwork to prevent further water damage that will last years minimum if done correctly my company specialises in this kind of repairs daily Regards Jason"
