Flaking ceiling paint

I have a loose piece of paint on my ceiling. What's best way to repair please?

Scrape back two coats of zinseer peel stop,,, experience says do the whole ceiling to prevent any more,,,followed by your chosen paint

Scrape off loose paint, sand the area smooth, patch with filler, sand again, prime, and repaint to restore your ceiling.

Remove flaking paint 
Put one coat of peel stop on area allow to dry and if required fill for a flat finish.

Scrape the loose, Sand it back, and paint with zinsser paint peel then your normal paint

Scrape the flaking paint. Sand all flaking paint areas as smooth as possible. Skim over where the flaking paint was, sand, repeat until its even surface, apply a coat of peel stop or gardz. Once dry repaint
