How do I safely fix a frozen condensate pipe DIY? When would I need to hire a professional?

Outside uninsulated needs to be 40mm by regs. It's an easy job, but you'll need a 42mm core drill.

It depends, what size the pipe is. If it’s underside, it could be upgraded but ideally needs running inside if possible

Fit some insulation to the outside pipe clear the frozen pipe with hot water ,can't say anymore without seeing the problem

Hot water on the pipe, I assume you're talking about a boiler condenser pipe, be careful not to burn yourself.

Put hot water boiling on condensate pipe out side to thaw frozen pipe either that the white pipe going from boiler pull that out from under boiler

Pour hot water over the plastic condensate pipe that should help unfreeze the blockage

Hi. It is always best to bring in a skilled tradesperson  for situations like this, as it may not simply be a repair, but the installation itself may need to be adjusted/corrected in order to avoid future problems.

Pour boiling water on it, when its thawed insulate it withh 22mm foam pipe insulation

Depending on how badly frozen the pipe is, if it is that it has frozen externally near to the drain or soak away use warm water to warm the condensation pipe remove the ice etc. If not call a local plumber, shouldn't cost an arm and a leg if it's merely a frozen condense 👍
