Do roofers always need a scaffold?

Do roofers always need a scaffold to access the roof? There's just a few slates loose on the roof and the first roofer we approached said we'd need a scaffold. Obviously, that adds to the cost of a small repair.

"for a odd slate or 2, we will use a safety ladder, cat ladder in roofers terms, unless access is not available, ie apex roof, where cat ladders can not be used, other methods need to be put in place, ie scaffolding."

"Not all the time but from experience it's alot safer and my mind was at ease with scaffolding"

"This depends on the size of the property. By this I mean for example 2 storey 3 storey etc.
Some roofers won't touch it without scaffold if it's higher than a 2 storey. However some will I would get a few roofers to look before getting a scaffold. Hope this helps thankyou."

"no its usualy just a way to bump up the price on your job scaffolding only needed if full roof being done or very high up"

"It depends on the height of the property if it is 3 floors then yes scaffolding will need to be up buy if it's 2 floors they can use a normal ladder to get up to the floor line then put a cat ladder over the ridge tiles to make it safe"

Health and safety alway come into it first and foremost, It depends on the height and how easy it is to get to. Some you can and some you can’t.
