Do hawk kites work?

Do hawk kites work on seagulls? Any tips for making sure they do work?

"Good morning.
Due to Seagulls inbuilt fear of Hawks, they are an effective tool in keeping Gulls away from an area. They work over a certain area and are an option along with Fire Gell, netting and Spikes."

"Hi yes they can work i have used them on a golf course to clear it of seagulls but you must ensure you wirk with the wind so the best results can be obtained check they often as they can rip in the wind"

"Difficult to say as it depends what you are trying to deter or achieve but generally I would say They are no use without some other form of threat.
