DIY Victorian brick wall rebuild?

Am I allowed to rebuild my own brick wall? Or does this put me at risk of personal liability if it falls down and injures anyone?

"No the bricklayer shouldn't have to if its built right. Plum and level etc. Then when it's hard it shouldn't move at all and it will be safe."
