Dado rail and wallpaper suitability

Would dado rail suit a room with wallpaper? And can it be added atop wallpapered wall for that matter?

Can be fitted over the wallpaper but might look odd having the same finish on the wall above and below normally wallpaper above and paint below

Yes, you can put this over the wallpaper but if you need to remove it you will have to remove the wallpaper as well.
 Dados are usually fixed with nails and grab adhesive so when that dries it will adhere to the wallpaper like glue.

You can't fix a dado rail to wall paper. As there is no fixing to the actual wall. So it could fall off in time

A daydo ralil looks absolutely fabulous with wallpaper I have done this and it looks nice when all done wallpaper at the bottom then put the dado rail  on

Yes. A dado rail does suit a room with wallpaper. The general rule is to wallpaper above the dado rail. Below the dado rail is normally painted or have a wallpaper of a different pattern or design

It can do and it can be added over the paper but not recommended. When you come to strip the wallpaper you can be left with a rough finish where the paper was cut. Dao rail generally would have a different paper top and bottom.
