Best type(s) of door for installing a pet flap for security reasons?

Would pet flaps be more secure in of themselves based on the type of doing they are built into? As in, I want to minimize the risk that someone could say cut through a pet flap then use that as a base to pry open the rest of the door. So on the basis of that sort of intruder danger, what sort of doors would be best for having a pet flap installed? Of course, I guess it's a balance since particularly strong doors will be too difficult to cut into to start with for constructing a pet flap? Any help with finding the right balance for this would be greatly appreciated, thanks!
