Poor garden state and resale value of a house

I'm looking at a few properties right now. One has a garden that is a particularly poor state. How can I tell if the poor state of the garden has been taken into account as a percentage reduction of the overall value of a property? Should it be for that matter? I want to ensure I'm getting a reasonable price while weighing things up. Thank you!

    Soft garden decking

Hi, I have outdoor decking and some of the boards have become soft and feel like they're ready to give way, completely my fault as it hasn't been treated in years. What I want to know is, can it be saved with products like Ron seal wood rot hardener or will the boards need replacing.
