The bottom of my Victorian home's walls are made from blue bricks. Are these likely to be engineering bricks? If so, do replacements need to be like for like?

Advice for hiring a bricklayer
I’m thinking of hiring a bricklayer to remove the existing wall at the front of my garden and replace it with a new one. What sort of qualifications or experience should a bricklayer have before I hire one? Also, would they be able to arrange waste removal or would I likely need to hire a skip company separately for getting rid of the old wall? Any building regulations/planning permission rules to consider for any of this? Thanks!

I have a gap in the plaster at the bottom of my interior living room wall. The bricks are black with damp. I need to treat them re mortar or plaster, I think. What tradesman would do this?
