Bonding tray sits too high for tiles

I live in a terraced house 2nd house End house neighbour has just had a new roof with 25mm batons mine are 19 mm. The bonding tray in between sits on his batons therefore I have a drop, my tiles are now all risen up to sit on tray creating a v in 2nd row of tiles. He’s now plugged each gap in my tiles with mortar as refusing to correct problem. I didn’t agree to any changes to my roof during next doors new roofing process. Where do I stand as both being unreasonable.

"Your neighbours roof has nothing to do with your roof and putting mortar in gaps in your tiles means he has disturbed your roof tiles which may cause problems in the future you should tell the builder put them back the way they were.
you did not ask for any work on your roof and it sounds like a botched job on your tiles you are not been unreasonable."

"If the changes done were not agreed apon you can tqke legal action, also if you own the property and they have made changes which affect your roof in a negative way you can also take legal action"
